It is up to us to keep working on this issue, regardless of who the division chairpersons are at GANA.

I agree with you 100%.  I haven't let anyone, including the IWCA or GANA slow me down with educating my builders and defending customers that have been taken advantage of with poor quality tempered glass.
But the new people are listening - and we weren't getting anywhere with the old regime.
I think the old people were listening too and over time it was discovered they were listening and looking for ways to DEFEND their poor quality temperers.  I'm hoping the new regime will realize we will not let up on this issue and the builders will be the ones that will STOP buying the poor quality heat-treated glass once they get educated on this issue and eliminate their scratched glass problems in the process.  It's all up to the new regime what direction they choose and how they want to handle this issue.
 
Let me put it this way - Two years ago, I couldn't get a word in edgewise on fabricating debris with either the IWCA or GANA. Now, as the primary author of the IWCA bulletin on scrapers & fabricating debris, I'm writing talking points for the IWCA outlining the IWCA's position, I have two GANA division chairs on my speed dial, and I get call returned.
Your doing better than I am.  I did finally get the IWCA interested in my knowledge on the subject, but GANA still refuses to allow me to join their association.  They responded to my request:  "Our Technical Consultant reviewed your website is does not appear your company would qualify at this time for membership according to the GANA Bylaws." I guess my web site exposes too many of the facts on this issue and that just won't work per GANA's Bylaws. 
 
O' Well!!!   It still gets 500+ hits per week.  So somebody likes the information it provides and that's why it's there.
 
Like I said earlier, only time will tell - but I'm encouraged by that.
Again, I agree, Time will tell and I will try to remain encouraged until I see same ol same ol.
